If you don’t have any popcorn ready, hurry and go make some. This story is so awesome I don’t know where to begin. May as well start with the report from the horse’s, um, mouth. From the Renton Reporter’s own Jimmy Olsen, Dean Radford:
Renton’s deputy police chief placed on administrative leave
Tim Troxel, Renton’s deputy police chief, was placed on paid administrative leave Thursday, pending an investigation by an outside investigator of alleged violation of city policies.
Almost nothing that happens at Renton PD surprises me anymore, but I have to say this did. Troxel’s well-documented prior misconduct was criminal, and indicative of mental instability. In other words, no big deal.
What could he have possibly done to get the old 23-Skidoo now? Refused to lie? Failed to tell the mayor his toupee looks natural? Inquiring minds want to know. It’s extra double secret. Rumor has it, though, that Troxel’s jig is up — the best he can hope for is being demoted to patrol officer, and he’s more likely to be fired. I can’t wait for the public records request.
For those who are new to the carnival funhouse that is Renton PD, and its deputy chief issues, a recap courtesy of The Renton Reporter:
The two deputy chiefs who were disciplined are Tim Troxel and Charles Marsalisi. Troxel remains a deputy chief; Marsalisis [sic] was demoted to sergeant in July. [And then forced into early retirement.]
The Marsalisis [sic] investigation centered on what the deputy chief knew about an animated cartoon critical of the Police Department that surfaced in January.
Ladies and gentlemen, Deputy Chief Marsalisi refused to disclose which police officer made a cartoon, blatantly implying that the First Amendment covers citizens who work as snarky police officers. He is also rumored to have made lousy coffee. Fortunately they railroaded him right out of police work, so you can all rest easy tonight. What did Troxel do?
The Police Department launched an investigation last November into allegations that Troxel asked an on-duty sergeant to accompany him to the home he shared with his then-girlfriend in Newcastle in summer 2009. The city first learned of the incident in an anonymous letter sent to Law in November 2010.
I’m not from Renton, but it seems odd to me that Troxel would live with his “girlfriend.” I would have thought he lived with his “wife,” but what the hell do I know.
Also, looking at a map, Newcastle looks like it’s at least a half-hour drive from Renton, meaning Sgt. (Officer) Frazier was way out of his service area for the duration. I once had a paramedic supervisor who was fired on the spot for going a quarter mile outside his service area to get lunch. But I digress. Back to Ren’n.
“We are unable to provide any additional details at this time to preserve the integrity of the investigation and to ensure an unbiased outcome,” said Police Chief Kevin Milosevich in announcing the Troxel’s leave.
Of course. I mean, when I think “Renton PD” I think high-integrity investigations with unbiased outcomes. I’m sure Mr. Fuddlesticks would agree.
The initial suggestion was that this was a case of stalking; however, in a recent interview with the Renton Reporter, Milosevich said this was a personal matter involving Troxel and his then-girlfriend.
If it’s your girlfriend, that rules out stalking. Everybody knows that, duh. It’s only stalking when you criticize a police department online without naming names. That’s why Deputy Chief Marsalisi got in trouble.
Troxel told the sergeant, whose name hasn’t been made public [
Sergeant Officer Todd Frazier], that he was concerned his girlfriend was seeing another man. [Hold that thought, we'll circle back.] Troxel and the sergeant, who was in plain clothes, drove to Newcastle in an unmarked city vehicle.
In interviews both agree that Troxel went to the backyard to see who was inside. He saw the two embrace. [This is the journalistic excellence I've come to expect from Dean Radford; I have no idea who he's referring to] Troxel spoke with the woman on the front porch for about 45 minutes. Troxel, accompanied by the sergeant, returned later for another conversation.
But their recollections also diverge. The sergeant said Troxel entered the house using his key to determine whether luggage belonged to a man or woman. Troxel denied this happened.
The next day Troxel and a second sergeant returned to the house to retrieve Troxel’s cell-phone charger.
The final finding of fact reads:
“Tim understands the seriousness of this incident; that it is embarrassing; and that he thought he was doing the right thing by bringing a second person with him to assist him in his thought process.”
Honestly, I could never write stuff this funny. Just for chuckles, let’s see what a news organization that wasn’t founded by the mayor of Renton, i.e., KING5, had to say about it:
According to the investigation, Troxel told the sergeant he did not want to drive his own car because his girlfriend would recognize it. Troxel observed the house from the street and the backyard. [Mos def NOT stalking! Shut up, liars!]
In the “Intent to Discipline Memo” dated January 14, 2011, Milosevich wrote, “your actions in the evening in question could be construed as irrational or desperate in an effort to continue this personal relationship. A more appropriate response would have been to not involve an on-duty member of the Department and to avoid contact that weekend.”
After Troxel met with the chief in February, Milosevich reduced the suspension from 40 hours to 24 hours without pay.
Well that all sounds perfectly legit. Two days off without pay, and we never speak of it again. He was also grounded, forced to clean his room, and his Xbox was taken away for one week.
In the second disciplinary action, Charles Marsalisi was demoted from deputy chief to sergeant in July, following an internal investigation into… [an] animated cartoon … which has an officer talking to a jailer wearing a clown face.
Milosevich said Marsalisi didn’t create the video, but he withheld information about who did.
The fairness and integrity can’t be disputed here, so let’s get back to the WTF festival that is Troxel and Frazier stalking Troxel’s boss. Oh, did I forget to mention that? Yeah, the woman in question was Renton’s Assistant Chief Administrative Officer, Marty Wine. From RentonTalk.com:

This triggered a shitstorm that I personally found tragic, disturbing, and hilarious all at the same time. Yeah, I know. I’m going to hell. They warned me in paramedic school.
Anonymous poster: “knowing that his so-called-girlfriend was sleeping another man” another man, huh well that would be putting it rather mildly.
Anonymous poster: You mean “another men”. She is like a prostitute but instead of giving her a few 5′s, you just have to buy her dinner. After that, the sky is the limit. She’s not very selective either and has had people at all ranks. Troxel was just her marlin to mount on the wall.
Anonymous poster: Marlin is an apt metaphor. She was playing [Troxel] like a fish taking delight in the torment she was causing him. She was using him to gratify her need to have power over another. She was gratuitously tormenting him for months and he was a mess because of his blindness to what was really happening within the relationship. Those outside who cared about Tim could see plain as day what she was doing and tried to intervene but he was not willing to listen. She is a cruel person and Tigard’s loss is Renton’s gain in her selection.
Anonymous poster: And those that know Trox also know that he always thinks with his dick. Of anyone in the entire department (and that includes Craig Sjolin!), Trox is the worst offender of having his “little head” make decisions over his “big head”. There are several people that will not be surprised showing up for work one day and hear that Trox wigged out and shot himself after shooting one of the women he was dating.
Anonymous poster: For those not totally comprehending this, Deputy Chief Tim Troxel is NUMBER TWO in command of a police agency. When NUMBER ONE (Milo) is gone, on vacation or otherwise unavailable, TIM TROXEL is then the NUMBER ONE IN CHARGE. And if Trox is unavailable, God help us all, because the next person in charge is simply psychotic and a sociopath liar. And he also thinks with his dick. I SEE A PATTERN!
Well, so far so good. They have a clear plan of action for what to do if someone goes on vacation. Or to jail.
Anonymous poster: Does anybody know if the ACOA [Marty Wine] bagged the biggest Marlin of all at City Hall [Mayor Denis Law] once or twice? Did Trox put eyes on this event while he was stalking through the backyard of the Newcastle love nest? Is this the leverage that enabled him to transform prosecution into a three day vacation in Hawaii? Is the Mayor terrified that mrfuddlesticks might feature his bedroom (perhaps boardroom) antics in an upcoming cartoon?
Anonymous poster: By golly, I think you may have a valid theory there. That has been a question I have been pondering as well. The ACAO was obviously fishing in those waters, Ray Charles could have seen that, did she actually land the biggest marlin of them all?
Anonymous poster: Does Troxel have the goods on the Mayor? It is obvious that the ACAO was ridin’ dirty or Troxel would not have been suspicious in the first place. It is also obvious that hooking up at “his place” instead of hers was not an option. Troxel has some information that the City of Renton does not want the public to know about, that much is obvious. After this came out, he had to be disciplined, at least it had to look like he was being disciplined.
I try to live a life without regrets. However, I now regret not having gone into law enforcement. I could be having sooooooooooo much sex.

OK, anonymous non-crazy police officer, bring it home [I've edited this slightly. The original can be found here]:
Anonymous poster: In this particular triangle, Police Deputy Chief Troxel wanted to remain the love buddy of Marty so bad that he agreed to accept that she needed a second man in her life… If the mayor was thrown in the ring too, then I guess as long as everyone is happy.
With Police Deputy Chief Tim Troxel, his title is the problem. There is “police” in it, meaning that he always carries a gun and a badge with authority over the general populace. There is “deputy chief” in it, meaning he has even more authority over the police department. When you toss in those factors into a love triangle (or octagon) you have a powder keg.
So, Chief Milosevich, add up:
1-Troxel’s troubled married life
1-Troxel’s 20+ years of skirt chasing (on and off duty, while married)
1-Dating a senior city exec (upstairs, which means, she is closely working with “your” boss the mayor)
1-Multiple instances of Trox pressuring on duty sergeants to stake out his girlfriend in city cars, with city pay/benefits, using other city equipment
1-Trox not telling you a thing about it until he is outed by an anonymous letter. I would go so far as to say that perhaps one of the two sergeants were fed up with it enough to send a letter. They have my blessing if any one of them did.
SOLUTION: FIRE HIM
Not that long ago, a nearby agency’s chief shot and killed his wife just before he shot and killed himself in front of their children in Tacoma. If you read that chief’s story, the warning signs are the same as with Troxel. The family of any woman shot by Troxel will have a tragedy to deal with, but they will also own the city of Renton.
Milo has staked his future career on the apology given to him by Troxel. Troxel has never controlled his sex urges and unless he is getting help now, he never will.
24 hours suspended? What an incredible slap in the face to every police officer in the country that has been punished way harder for doing way less.
